Matching the work you expect to the people who can do it.
Definition
The exercise of forecasting how much work is coming and deciding what team is needed to absorb it, allowing for holiday, sickness, on-call and the share of time that goes to maintenance rather than new work.
Why it matters
Plans built on full availability are always wrong in the same direction, because nobody delivers fifty weeks of new work in a year. Plan against realistic availability and name what you will not do at that capacity. Outsourcing bought to rescue a plan that was never achievable simply arrives later and costs more.
