Is this saying Indian engineers are worse?

No, and it would be wrong if it did. India has world-class engineers and a far deeper market than Lebanon. Everything on this page is about time zones, travel, and language, geography, not ability.

How much of the working day do we actually share?

With Lebanon, roughly seven hours of a 9–5 Central European day, year-round, because Lebanon shifts its clocks with the EU. With India the overlap is roughly three and a half hours and moves twice a year, since India does not observe daylight saving.
