Definition
An engagement where the provider recruits, houses and runs a team on your behalf, operates it for an agreed period, and then transfers the people and the operation to your own entity. It sits between outsourcing and opening your own office abroad.
Why it matters
It is the right shape when you are confident enough about a market to commit eventually, but not confident enough to sign leases now. The part to negotiate carefully is the transfer itself: what it costs, who is guaranteed to move across, and what happens if you decide not to go through with it.
