Definition
An informal, generally pejorative term for supplying contractors as interchangeable units of capacity, matched on a keyword list rather than on suitability for the actual work. The term describes a way of operating, not a country or a company size.
Why it matters
The tells are worth knowing: a CV arriving within an hour of your brief, no technical conversation before placement, and a provider unable to explain why this person over another. A provider that will not say no to a poor fit is not vetting, and vetting is most of what you are paying for.
