Definition
A document setting out what a role is responsible for, what it must be able to do on day one, and what can be learned afterwards. In outsourcing it doubles as the brief a provider recruits against, so it determines the shortlist you get.
Why it matters
Separating must-have from nice-to-have is the whole exercise, and skipping it is why shortlists come back wrong. A list of fifteen required technologies describes nobody, and the provider will guess which five you meant. Name the three capabilities that would make you say yes, and rank the rest.
